KHARKIV, Ukraine — With the power out across Kharkiv, a gloomy pall hung over the city as night fell. Barely any houses had the lights on. There was driving rain outside, and residents soaked to the skin said they had no way of warming up.

In the city’s southeast, the stairwells of high-rise tower blocks were dark enough that flashlights were needed to light the way. The city’s mayor, Ihor Terekhov, said that the subway had been suspended, so residents could use it as a shelter instead. “I ask you to be as careful as possible today and in the coming days,” he said in a statement posted on Telegram. “There is a war going on. The Russian aggressor is trying to break our will.”
